The point

Measuring only matters if something changes.

Plenty of organisations collect operational data nobody uses. We start from the decision that data is supposed to support — how many vessel days to book, which contractor to invite back, which procedure to rewrite — and work backwards to the minimum set of indicators needed.

The result isn't one more dashboard: it's a small number of indicators someone actually looks at, with a threshold beyond which it's clear what to do.
